The Expert Council was created in March 2019 (Committee Decision No. 737 of March 12, 2019) with the aim of providing expert and analytical support for lawmaking and other activities, assessing problems and formulating reasonable proposals in the field of social entrepreneurship.
We are engaged in monitoring current legislation and analyzing the effectiveness of government programs related to the development of social entrepreneurship.
We prepare suggestions and recommendations to the Committee on improving the regulatory framework governing social entrepreneurship.

In the Order of the Ministry of Economic Development of the Russian Federation of May 20, 2011 No. 227, the phrase "Social Entrepreneurship" is used in legislative documents for the first time
October 7, 2013 meeting of the Prime Minister of the Russian Federation D.M. Medvedev with entrepreneurs implementing projects in the social sphere (with the participation of ASI). Following the meeting, D. Medvedev gave the Government of the Russian Federation a number of instructions, including "To work out in detail the proposals for legislative consolidation of the concept of "entrepreneurship in the social sphere".
On October 16, 2014, a bill on supporting social entrepreneurship was submitted to the State Duma of the Russian Federation. The document provides for amendments to the law on the development of small and medium-sized enterprises.

On February 19, 2015 the draft amendments to the Federal Law "On the Development of Small and Medium-Sized Enterprises in the Russian Federation" (ФЗ-209), initiated by the State Duma deputy and coordinator of the "Comfortable Legal Environment" project Rafael Mardanshin, was presented at a working group on the development of legislative support for social entrepreneurship of Agency of Strategic Initiatives.
Adoption in the first reading of Bill No. 620203-7 on Amendments to the Federal Law "On the Development of Small and Medium-Sized Enterprises in the Russian Federation" in terms of consolidating the concepts of "social entrepreneurship", "social enterprise".

At one table Russian and foreign experts from different sectors of social entrepreneurship and government representatives meet. Thanks to this, there is an effective exchange of experience and there is hope that social entrepreneurs will be heard and their problems will be resolved.
Adoption of the Law on Social Entrepreneurship (Federal Law of July 26, 2019 N 245-ФЗ "On Amendments to the Federal Law "On the Development of Small and Medium Enterprises in the Russian Federation" in terms of consolidating the concepts of "social entrepreneurship", "social enterprise". Many comments and suggestions of the Expert Council were taken into account.

Adoption of the law
On September 16, in the framework of the Agency for Strategic Initiatives Forum "Strong Ideas for the New Time" under the auspices of the Expert Council, a three-hour online foresight session on shaping the images of a social entrepreneur and socially responsible consumer was held.
The objectives of the session were, through the formation of images, to understand the target audience, the direction in which social entrepreneurs need to develop, to establish communication between entrepreneurs and consumers.
Session participants: 60 people, including real social entrepreneurs, experts, consumers of goods and services of social entrepreneurs from all over Russia.
From all the concepts that were voiced during the event that describe social entrepreneurs and socially responsible consumers, clouds of meanings were formed. They show how many qualities a social entrepreneur must have in order for his goods and services to be interesting to his consumer, who also has features distinguishing from ordinary consumers. The participants came to the conclusion that in fact both images are similar and intersect with each other, because people in the world of social business are united by a single goal - to change the world they live in.
Ideas voiced at the foresight session:
- Create a Code of Social Entrepreneurs, which will enshrine the status of a social entrepreneur, general concepts, criteria for entering the social entrepreneurship environment, tools for the development of social business, etc.
- To form a community of social entrepreneurs and socially concerned citizens, independent of government agencies, to exchange experience and further build a market for social goods and services.
- Create a unified corporate identity (brand book) for social entrepreneurship and use a logo from it on the products of social entrepreneurs.
- Promote social entrepreneurship by conducting an information campaign (events, videos, advertising, etc.).
- To cultivate a culture of conscious consumption of goods and services of social entrepreneurs, not only in the context of B2C, which is already happening now, but also in the context of B2B.
